The question
Why can a behaviour return—or be replaced by another—even after it has been successfully stopped?
An organisation discovers that employees have been using an unofficial spreadsheet alongside its formal system. The spreadsheet creates security risks, duplicates information and makes oversight difficult. Management prohibits it, removes access and confirms that employees have stopped using it.
The visible problem is gone.
But the formal system is still too slow. Employees still need information it cannot provide quickly enough. Work still has to continue despite that limitation.
Several outcomes are possible. Employees may create another workaround. They may delay work while waiting for the formal system. Performance may deteriorate. Or the organisation may repair the system so that the workaround is no longer useful.
Stopping the spreadsheet and changing the conditions that made it useful are different achievements.
The same distinction applies to behaviour more broadly.
A behaviour can stop because it has been blocked, made unavailable or followed by changed consequences. But its absence does not, by itself, show that the relation influencing it has disappeared.
This is the controlled meaning of the claim that removing a behaviour does not remove its function.
The title is not an exceptionless law. Sometimes the environment changes, the earlier consequence loses value or the response is no longer useful. In those cases, the relevant functional relation may change too.
The narrower claim is that behavioural removal alone cannot tell us whether any of those changes occurred.
What behaviour looks like is not what it does
A behaviour has a visible form.
Someone leaves a meeting, checks a phone, delays a task, raises their voice, asks for reassurance or withdraws from a difficult conversation. These actions can be observed and described.
But appearance does not establish function.
A behaviour’s function concerns a demonstrated relation between the response and the conditions or consequences affecting its future likelihood. A behaviour may alter what follows it, or occur because similar behaviour previously did so.
Those consequences can be social, practical or environmental. In some cases, the relevant change is internally experienced, such as temporary relief from discomfort. Internal effects are harder to observe directly and require more cautious inference than consequences that can be systematically varied and measured.
The same behavioural form can participate in different relations.
Two people may avoid the same meeting. One may anticipate criticism and experience relief by staying away. The other may have conflicting responsibilities and protect time needed for urgent work. The behaviour looks similar, but the conditions and consequences may differ.
These remain hypotheses until supported by evidence. The appearance of avoidance cannot establish why either person stayed away.
Different responses can also sometimes produce similar consequences.
Someone may alter a difficult task by leaving, arguing, delaying or asking for help. These responses differ in cost, risk and social meaning, but each may affect the task under some conditions.
Observing that attention followed a behaviour does not prove that attention maintains it. Hearing someone explain their motive does not necessarily reveal every influence on what they do.
Function is not a persuasive story about a behaviour. It is a relation that must be evidenced.
Function is not a hidden need
The language of function is easily stretched beyond what research can support.
People often say that every behaviour “meets a need” or that an unwanted habit must be protecting the person from something deeper. Sometimes behaviour does help regulate distress, gain connection or avoid threat. But function, need, intention and purpose are not interchangeable.
A need is a requirement. An intention is a consciously represented aim. A functional relation concerns how behaviour and surrounding conditions affect one another over time.
A person may understand that they postpone a task to escape discomfort. They may also experience the delay as automatic and recognise its effect only afterward. Other influences may include fatigue, unclear instructions, competing demands, opportunity or familiar cues.
There may be no single hidden explanation waiting to be discovered.
Function is also not justification.
A behaviour can reduce distress while harming someone else. It can secure attention through intimidation. It can avoid an overwhelming demand while creating serious consequences.
Understanding what makes behaviour more likely does not make the behaviour acceptable.
Functional explanation does not automatically remove agency or accountability, although capacity and responsibility vary across people and circumstances. Explanation and evaluation answer different questions.
Agency becomes easier to exercise when safer actions are realistically available under the conditions in which they are needed.
Stopping behaviour can be necessary
A simplistic interpretation of function would suggest that behaviour should never be stopped directly.
That is wrong.
Dangerous behaviour may need to be interrupted immediately. Access to harmful actions may need to be restricted. Organisations may need to prohibit unsafe practices. Parents, professionals or institutions may need to protect people before the complete pattern is understood.
Understanding function cannot become a reason to delay necessary protection.
Different interventions can reduce behaviour through different processes.
Blocking can prevent a response from being completed. Changing the environment can remove the opportunity for it. In extinction, a response declines when it no longer produces an expected consequence. A consequence is classified as punishment when it reduces future responding.
These processes are not interchangeable. Their immediate effect, durability, burden and ethical acceptability are separate questions.
Direct intervention can nevertheless produce genuine and lasting behavioural reduction. If the earlier situation disappears, the relevant consequence changes or the response is no longer available or valuable, the behaviour may remain absent.
It is therefore too strong to say:
If you only stop the behaviour, it will always return.
Research does not support that universal claim.
The canonical distinction concerns what behavioural absence proves.
A stopped behaviour shows that it is currently not occurring, or is occurring less often. It does not independently establish why it stopped, what was learned or whether the same result will remain under different conditions.
Direct removal may be necessary.
It may also leave important conditions unchanged.
Absence does not reveal what changed
Suppose an unwanted behaviour disappears after an intervention.
The consequence that influenced it may no longer be available. The situation that prompted it may have disappeared. The person may have learned another response. The cost of the behaviour may have increased. A familiar cue may no longer be present. The person may have gained skill or capacity.
The person may also learn not to respond under the current conditions while earlier learning remains available under others.
Research on extinction illustrates this distinction. When a previously reinforced response no longer produces the expected outcome, responding often declines. But extinction commonly involves new, context-sensitive learning rather than simple deletion of what came before.
Earlier behaviour can therefore reappear when conditions change. The passage of time, a different context, the return of relevant events or worsening conditions for an alternative response can each contribute through distinct processes.
These routes to recurrence are not interchangeable, and none shows that every behaviour will return. They demonstrate only that low current responding and elimination of earlier learning are different claims.
The same visible outcome can therefore reflect different changes.
A person may stop avoiding a task because they learned how to complete it. They may stop because avoidance is no longer permitted. They may stop because the task changed. They may still want to escape but lack an available route.
The absence of avoidance cannot distinguish these explanations on its own.
Behavioural absence is an outcome.
Functional change is an explanation requiring separate evidence.
An alternative must work under the relevant conditions
Some of the strongest evidence for this distinction comes from interventions for severe behaviour.
In functional communication training, researchers investigate the conditions influencing a dangerous or disruptive response. They then teach a safer communicative response that provides access to a relevant outcome.
A person who previously altered an overwhelming task through dangerous behaviour may learn to request:
- a pause;
- assistance;
- clarification;
- a change in task difficulty.
The new response does not help merely because it looks more appropriate.
It must become sufficiently workable under the conditions in which the original behaviour was likely—or those conditions must change.
If asking for help is ignored while dangerous behaviour ends the task immediately, the dangerous response may remain comparatively effective. If the alternative takes too much effort, works too slowly or succeeds unpredictably, it may not compete successfully.
Function-based communication interventions can produce substantial reductions in severe behaviour and increases in safer alternatives. Much of this evidence comes from developmental-disability and autism services. It should not be converted into a universal replacement rule for every habit, compulsion, relationship pattern or adult life problem.
Still, it demonstrates an important principle:
Changing behaviour may require altering the relation among the situation, the available responses and what those responses produce.
This does not mean every behaviour needs a replacement. If the earlier situation disappears or its consequence no longer matters, no functionally relevant alternative may be necessary.
But when a significant demand remains, a proposed alternative must be usable within that demand—not merely desirable in theory.
Recurrence does not prove an unresolved need
If an old behaviour returns, it is tempting to say that its underlying need was never addressed.
That is one possibility, not a conclusion established by recurrence.
Earlier behaviour can return because the context changed, an alternative stopped working, a previous consequence became available again, stress changed the relative value of available actions or opportunity returned.
These explanations concern learning and context. They do not require one hidden psychological need.
Another behaviour may also appear after the original one stops. But sequence alone does not establish substitution.
The new behaviour might produce a similar consequence. It might instead reflect a shared vulnerability, cue-response learning, biological adaptation, social exposure, changed opportunity, environmental stress or coincidence.
This matters because broad claims about symptom substitution are much weaker than popular language suggests.
The idea that removing one symptom inevitably produces another has not received consistent empirical support. In some research, predicted substitution did not occur after successful behavioural treatment.
Claims about addiction transfer require similar caution. Some people do develop another problematic behaviour during recovery. Yet the reviewed literature contained substantially more support for concurrent recovery than for a general substitution model, and studies used inconsistent definitions and methods.
The defensible position is conditional:
If an important consequence remains unavailable through safer means, another response may become more attractive.
That is not the same as saying another symptom or addiction must appear.
Sometimes the relevant relation changes too
A functional relation is contextual, not permanent.
The environment can change. A threat can be resolved. A task can become manageable. Access can improve. A person can gain skill. A consequence can lose value. Direct intervention can alter what follows the behaviour.
In those cases, behavioural removal may coincide with meaningful change in the conditions that made the behaviour likely.
Return to the organisational spreadsheet.
If the organisation prohibits the workaround but leaves the formal system unchanged, the operational pressure remains. Another workaround may emerge because employees still need a way to complete the work.
If the formal system is redesigned to provide the required information quickly, the workaround may lose its usefulness. No substitute spreadsheet is required because the operating conditions have changed.
Individual behaviour and organisational workarounds do not share one identical mechanism. Both illustrate why removing a response does not identify what changed around it.
Habit adds another complication. Behaviour can become strongly linked to familiar cues and low-effort opportunities without a consciously represented goal. Behaviour may reflect interacting learned consequences, cue-response patterns, biological states, opportunities and social conditions.
A useful explanation cannot therefore assume that one function always remains unchanged. It must ask whether the relevant conditions still operate.
Sometimes they do.
Sometimes they do not.
Absence and resolution require different evidence
Removing harmful or unwanted behaviour can be an important achievement.
But visible absence should not be asked to prove more than it can.
Determining what changed requires evidence about the conditions under which the behaviour became less likely. The relevant consequence may have changed. The environment may no longer evoke the response. Another workable action may now be available. The person or system may have gained capacity. The earlier relation may no longer operate.
These are explanatory possibilities, not a method for diagnosing other people.
Function cannot be discovered by attaching a convincing story to someone’s behaviour. It requires evidence about how behaviour varies across conditions and what happens when those relations change.
Nor does functional understanding excuse harm or remove the need for immediate control.
Sometimes protection comes first. Sometimes the environment must change. Sometimes another response must become workable. Sometimes the original behaviour loses its relevance and no replacement is needed.
Removing a behaviour changes what is visible.
It does not, by itself, establish that the conditions influencing the behaviour have been resolved.
Lasting functional change is shown when those conditions have changed, when another workable response can address them or when they no longer operate.
