The question
How does a person's current capacity constrain which actions and changes are possible, regardless of intention, preference or opportunity?
Definition
Capacity is the action-relevant capabilities currently available to a person under specified demands and conditions: action-specific, demand-relative, state-sensitive and condition-sensitive, rather than one universal internal resource.
An action can be present, permitted and genuinely desired without being performable.
The clearest examples are physical. A weight may be directly in front of someone and available to lift while exceeding what that person can move. An open staircase is available to everyone standing before it, but not necessarily climbable by everyone. In such cases, the difference between opportunity and capacity is easy to see.
The same distinction applies when the limiting capabilities are less visible. A person may understand a complex task without having acquired the skill to execute it, intend to coordinate several demands without being able to manage them reliably, or retain a learned ability while becoming temporarily less able to express it under severe fatigue. These cases are harder to interpret because the relevant constraints cannot usually be read directly from behaviour.
The Library uses capacity as an umbrella term for the action-relevant capabilities currently available to a person under particular conditions. Those capabilities may be learned, cognitive, bodily or dependent on the person's current state. Their relation to the demands of an action helps determine what is performable.
Capacity therefore constrains behaviour. It helps shape the range and reliability of actions that are feasible under current conditions. It does not determine which feasible action a person will take.
Available Does Not Mean Performable
D1.8 distinguished constraints from other causal roles. A constraint does not need to produce a particular behaviour; it can instead restrict which behaviours are possible. Capacity is one such constraint.
Opportunity and capacity answer different questions. Opportunity concerns whether the environment provides the occasion, access or circumstances for an action. Capacity concerns whether the person possesses the relevant capabilities to execute that action under those circumstances.
A skilled swimmer can possess the capacity to swim while having no accessible water. Conversely, an action may be environmentally available while exceeding what the person can currently perform. The presence of an opportunity therefore establishes only one part of behavioural possibility.
This distinction is especially important outside obvious physical cases. Cognitive, learned and state-dependent constraints are often difficult to identify from observation alone. The fact that an action appears available does not tell us whether its demands fall within the person's current capabilities.
Can and Will Are Different Questions
A person may be able to perform an action and have little desire to do so. They may strongly want to perform it while lacking some capability its execution requires. They may possess both capacity and motivation while lacking opportunity.
Capacity and willingness are therefore analytically distinct, although they do not operate independently. Motivation can influence effort, persistence, strategy and the extent to which existing abilities are deployed. What someone wants matters to performance. It is simply not the same causal question as what they can currently do.
Intention makes the distinction particularly clear. Someone can sincerely decide to perform a complex skill before acquiring reliable control of it, or intend to coordinate demands that exceed what they can currently manage.
Intention can specify an intended action without supplying the capacities its execution requires.
None of this establishes that failure should be attributed to incapacity. Non-performance can arise from insufficient capability, low motivation, competing goals, absent opportunity, misunderstanding, current state or several causes acting together.
The relevant discipline is therefore symmetrical. We should not infer that someone could have performed merely because an action appeared available, but neither should we infer that they could not perform merely because they did not.
Can and will are different causal questions. Behaviour alone does not always tell us which question explains the outcome.
Capacity Exists Relative to Demand
There is no meaningful capacity in the abstract. A capacity claim is always implicitly about some performance.
Capacity for what action? At what level of difficulty? To what standard? Under which conditions?
A person may perform reliably when a task is familiar and unhurried but become slower, less accurate or less consistent when it requires greater speed, precision, duration or simultaneous coordination. In such a case, the person's underlying capabilities need not have changed. The demands placed upon them changed.
Cognitive research makes this visible when additional information or simultaneous task requirements degrade performance. Motor behaviour shows the same principle from another direction: what can be performed depends partly on the relation between bodily capability and what the environment requires.
This relation is rarely a simple threshold at which success abruptly becomes failure. People compensate. They slow down, alter strategy, tolerate more errors, increase effort or rely on assistance. As demands rise relative to available capabilities, performance may become progressively less reliable before an action becomes effectively infeasible.
For this reason, “Can they do it?” is often underspecified.
A person may be able to execute something once but not repeat it reliably; perform it slowly but not at speed; sustain it briefly but not over a prolonged period; or complete it with assistance but not unaided. Assistance itself changes the conditions under which the performance occurs.
The criterion matters. Executing an action once, repeating it reliably and sustaining it under demanding conditions are not equivalent demonstrations of capacity.
A failure therefore cannot establish incapacity without knowing what the failure actually tested and under what conditions. Likewise, one success demonstrates that an action was possible under those circumstances; it does not establish broad or reliable capacity across different demands.
What Makes an Action Performable?
Different actions require different capabilities. This is why capacity should not be imagined as one general internal resource that a person simply possesses in greater or lesser quantity.
Some capabilities are acquired through learning. Skill research shows that practice changes what people can perform, often improving coordination, speed and accuracy. Understanding an action is not equivalent to having acquired the skill required to execute it. A novice can know what a movement should look like while remaining unable to produce it reliably.
Other performances place substantial cognitive demands on the person. Information may need to be maintained while other information is processed, several elements may need to be coordinated, or competing responses may need to be managed. Research on working memory and cognitive control demonstrates limitations in these functions, but those findings do not imply a single general reservoir of mental capacity. Different tasks recruit different combinations of capabilities and impose different demands upon them.
Bodily capabilities constrain action just as directly. Strength, endurance, mobility, balance, sensory function and motor coordination all affect what can be executed. Motor-development research makes the relation between capability and demand particularly visible: the same environmental feature can be traversable for one body or developmental state and not another.
Current state can also alter how effectively existing capabilities can be expressed. Sleep deprivation, for example, reliably impairs vigilance and can slow responding and increase performance variability. Fatigue can impair some cognitive, psychomotor and physical performances. Such changes do not necessarily mean that the person's learned ability has disappeared. A capability can remain acquired while its effective expression becomes temporarily less reliable.
Different performances therefore depend on different combinations of learned, cognitive and bodily capability within the same interacting organism, expressed under a particular state and set of conditions. Capacity names this action-relevant side of the causal problem; it is not itself a single mechanism.
Performance Does Not Transparently Reveal Capacity
What we observe is performance: what a person actually does on a particular occasion.
The capacities contributing to that performance must usually be inferred.
This creates an obvious danger of circular explanation:
They failed because they lacked capacity. We know they lacked capacity because they failed.
If capacity were simply another name for the observed outcome, it would explain nothing.
A more defensible inference asks what capabilities the action required and examines patterns of performance across relevant demands and conditions. Observed behaviour can reflect learned ability, current cognitive and bodily state, motivation, task difficulty, opportunity, environmental conditions and ordinary performance variability. Similar outcomes can therefore arise from different causal configurations.
Poor performance may reflect insufficient relevant capability. It may instead occur despite adequate capability because effort was low, the task was misunderstood, the person was severely fatigued or another constraint interfered. Several factors may operate together.
Successful performance has similar limits as evidence. One successful attempt demonstrates that the action was possible under those circumstances. Repeated successful performance across relevant demands provides stronger evidence about the person's capabilities, but even that evidence remains bounded by the conditions under which it was obtained.
Performance is evidence about capacity rather than a transparent readout of it.
This is why broad descriptions such as capable or incapable become misleading when detached from an action and context. The more precise question is narrower: what capabilities does this performance require, and to what extent are those capabilities currently available under the conditions being considered?
Capacity Changes Across States, Contexts and Development
What a person can perform is not timeless. But changes in performability can arise in importantly different ways.
First, the person's relevant capabilities can change. Learning can create skills that were previously absent, while development alters bodily and cognitive capabilities across time. An action beyond a person's present abilities may later become straightforward because the person themselves has changed.
Second, the person's current state can change how effectively existing capabilities are expressed. Someone who performs reliably when rested may become slower or less consistent after prolonged wakefulness. The learned skill may remain while current performance becomes less reliable.
Third, the task or surrounding conditions can change. External support can reduce demands, provide missing information or alter how an action must be performed.
A calculator illustrates the difference. Someone unable to complete a complex calculation mentally may solve it accurately with the tool. Their unaided arithmetic ability need not have changed. The performance became possible because the task configuration changed and some of its demands were handled externally.
These distinctions prevent every change in performance from being attributed to a change inside the person. Sometimes capability develops. Sometimes existing capability is expressed differently because the person's state has changed. Sometimes the relation between person and task has changed.
They also explain why current incapacity should not be confused with permanent incapacity. Learning, development, recovery or altered support may change what becomes feasible later. The Library can refer to this open future possibility as potential capacity, but the term should not be mistaken for a measurable reserve hidden inside the person or a guaranteed future ability.
A current limit tells us something about the present causal situation. It does not, by itself, establish a permanent limit.
The same principle applies across people. A nominally identical task can fall comfortably within one person's current capabilities, approach another's limit and exceed what a third can presently perform. These differences are specific to domains, histories, states and demands; they do not imply one global hierarchy of human capacity.
Capacity Constrains Action Without Determining It
Capacity helps set the range and reliability of performances that are feasible under current conditions.
When the demands of an action exceed the person's currently available capabilities, intention alone cannot guarantee execution. Motivation may increase effort, persistence or strategic adjustment, but it cannot guarantee successful performance when the relevant demands still cannot be met.
When the necessary capabilities are available, the action becomes feasible. It does not become inevitable.
A person may be capable of acting and choose otherwise. They may lack motivation or opportunity. Competing goals may dominate. Information may be missing. Other causal influences may alter what happens.
Capacity therefore occupies the role established for constraints in D1.8: it narrows behavioural possibility without selecting the eventual behaviour from among the possibilities that remain.
This also places a limit on character inference. Observed non-performance does not by itself identify whether the limiting factor was capacity, willingness, opportunity or some combination of causes. It therefore cannot, on its own, establish a deficit of motivation, discipline or character.
The reverse matters equally. The possibility of a capacity constraint does not prove that one existed. A person may possess the relevant capabilities and still not act.
The task of explanation is to distinguish those possibilities rather than deciding between them from the outcome alone.
Distinguishing capacity from willingness clarifies the causal account. It does not by itself settle questions of responsibility or personal control; those require additional analysis elsewhere in the Library.
The range of feasible action can change through learning, development, altered state or changed conditions. At any given time, however, intention and capacity remain distinct parts of the causal explanation.
Wanting an action and being capable of executing it are different causal facts.
